International Legislative Audit Assistance Program (1980-2012)

An Assessment and Outcomes Mission is an analytical process for selecting Supreme Audit Institutions (SAIs) for a partnership into the CCAF International Program and senior auditors as participants for the Fellowship component.

CCAF pre-mission background research

Following a partnership request by a SAI, CCAF begins background research on the country and the SAI to determine the likeliness they will qualify for the Program by:

  • Examining the legislation that governs the national audit office
  • Meeting with representatives of the Canadian International Development Agency (CIDA) and other donor organizations
  • Reviewing country assessment reports from a variety of sources
  • Coordinating with the International Organization of Supreme Audit Institutions (INTOSAI) and its regional secretariats
  • Reviewing the audit office's operations and plans, including gender equality

The Mission

Senior representatives from CCAF and a Canadian legislative audit office travel to the country under consideration for partnership. There they meet with:

  • The Auditor General and senior staff of the SAI
  • Oversight committee members
  • CIDA in-country staff
  • Other donor officials providing support to the country
  • Fellowship candidates

At the conclusion of a mission, the mission team makes recommendations to CCAF's International Advisory Committee. Once accepted into a partnership, the stakeholders will jointly develop a Country/CCAF Plan of Action and Outcomes.
