CCAF International Fellowship Program - 2008-2009

Seven men amd women, from Ghana, Guyana, Kenya, Saint Lucia, Thailand and Vietnam begin their 2008-2009 CCAF International Fellowship Program

CCAF is pleased to introduce to you the 2008-2009 Class of Fellows. Chandra Samaroo, Lucy Machungo, Kittima Hanthaipholdee, Lenus Deterville and Jacob Essilfie will undertake their Fellowships with the Office of the Auditor General of Canada. Phuong Anh Nguyen and Duong Tan Cao will join the Office of the Auditor General of Alberta.

Since their arrival on August 10th, the Fellows have participated in a variety of historical, geographical and cultural Orientation and Team Building sessions. As well, they have completed their first professional development activity, CCAF course Accountability, Governance and Performance Reporting. The Fellows have quickly formed a bond and are excited about the year ahead.

CCAF would like to thank the staff at the Office of the Auditor General of Canada and the Office of the Auditor General of Alberta for welcoming these senior auditors and sharing their knowledge with them for the next nine months.

 

ifp-08-09-chandraChandrawattie (Chandra) Samaroo - Audit Office of Guyana: Chandra joined her Audit Office in 1985 as an Audit Clerk and was appointed in 2003 to acting Audit Manager in charge of the audits of the Ministry of Public Works and Communications, Ministry of Education, Ministry of Legal Affairs and the Supreme and Magistrates Courts, Foreign funded projects.

During her years with the Audit Office she worked in several divisions and was exposed to audits of different entities such as Trade Unions, Statutory bodies, Government Ministries and Departments. She completed the Audit Office of Guyana's Auditing Technician Programme and received accreditation status by the Public Service Commission of Guyana.

Chandra is currently pursuing her studies with ACCA and has attended several courses locally and overseas which included Value for Money auditing and Fraud and Forensic auditing. She worked on several Special investigations (Fraud) directly under the supervision of her Auditor General. The Audit Office is setting up a Fraud and Forensic Section and she has been assigned to lead the division.

Chandra and her husband have four daughters. She likes to play and watch Cricket, which is very popular in the West Indies, travelling, cycling and dancing. As well, she is a member of the La Grange concerned citizens group that works with the citizens and village authorities to create a cleaner environment for their community, host fundraising events, and organize sporting and social activities.

 

ifp-08-09-lucyLucy Kabura Machungo - Kenya National Audit Office: Lucy holds a Bachelor of Commerce Degree majoring in Accounts from the Catholic University of Eastern Africa. She is a qualified Certified Public Accountant of Kenya and holds a Diploma in Forensic Accounting. She has attended IT Audit training in India and a course on Performance Audit in South Africa sponsored by the African Organization of Supreme Audit Institutions.

Lucy joined the Kenya National Audit Office in 1991 as an Audit Examiner and is currently a Senior Auditor. Most of her experience has been on Financial Audits of government Ministries and Donor funded projects. She joined the Value for Money Audit Department in 2007 where she is in charge of a Value for Money Audit Unit.

As a Senior Manager, Lucy has been responsible for the production of management reports and preparation of parliamentary presentations. She is very interested in learning as much as possible about Performance, IT and Forensic auditing. As well, she would like to be introduced to Environmental auditing.

Her hobbies include, traveling and enjoying sceneries, wild life and game parks, quiet moments of meditation, cooking, amongst others.

 

ifp-08-09-kittimaKittima (Jane) Hanthaipholdee - Office of the Auditor General of Thailand: Jane has her Bachelor of Economics and a Master of Business and Managerial Economics. For most of the 10 years that Jane has been with her office she has been conducting performance auditing on projects such as Villages Fund, Government Pension Fund, Rural Telecommunication, and Pollution Treatment. During these audits Jane has participated in scoping, planning and the delivering of the audits. As well, she has been involved in the report writing process and presentations to the audit committee.

Jane has received additional professional training with ASOSAI and ICISA (India) in Performance Auditing. She is a member of the Strategy and Action Planning Team that develops the four-year action plan for the OAG Thailand. She is also a member of the Secretary to the Audit Strategy Planning Team that scopes and plans what should be audited annually, especially in the Economic Industries.

While in Canada, Jane is looking forward to learning about information management. She enjoys going to the movies, shopping, reading fiction and really likes ice cream. Her first observation of Ottawa is its beauty and tranquility.

 

ifp-08-09-phuongPhuong Anh Nguyen - State Audit Office of Vietnam (SAV): Phuong received his Bachelor of Economics from the Hanoi University of Finance and Accounting (Academy of Finance) in 1999.

From 1999 to 2001 Phuong was an Officer of Representative Office of Vietnam Tea Corporation in Moscow, Federal Russia. Between 2001 and 2004, Phuong was the Accountant of the Vietnam Tea Corporation and the Chief Accountant of a subsidiary company of the Vietnam Tea Corporation.

Phuong joined the SAV in 2004 as a State auditor. He currently specializes in auditing the utilization of central budget of ministries and departments. Most recently he was a member of the team that conducted a performance audit on Vietnam Highway Administration. Phuong has attended seminars organized by German, Swedish and Danish experts in Performance Auditing. He is interested in Environmental Auditing and Forensic and Wrongdoing Auditing.

Phuong is married and has a one and half year old daughter. He enjoys learning about a country through its museums. His favorite sport is boxing and he looks forward to experiencing his first winter in Edmonton.

 

ifp-08-09-duongDuong Tan Cao - State Audit Office of Vietnam (SAV): Duong graduated in finance and banking from Hanoi Academy of Finance. He was the chief accountant of a construction corporation before being appointed as an auditor of The State Audit of Vietnam (SAV) in 2004. During the past couple of years, he was responsible for the auditing of twelve provincial public budget settlement reports and five crown corporations' financial statements in central of Vietnam.
As an administrative member of Young Professionals Club, supported by several Economic newspapers, he monitors an E-forum in finance that discusses public articles in economics.

Duong has started a few projects with junior auditors to study and develop performance auditing skills, especially in environmental auditing. Duong looks forward to gaining a lot of valuable knowledge and resources in the environmental field.

His personal interests are collecting coins, surfing the Internet and listening to music. He enjoys all sports, particularly badminton. Duong loves to travel and experience different cultures.

 

ifp-08-09-lenusLenus Deterville - Office of the Director of Audit of Saint Lucia: Lenus received a Bachelor's Degree in Business Administration from Andrews University Extension Campus - Trinidad & Tobago (now University of the Southern Caribbean) in 1987. He joined the Office of the Director of Audit in November of that same year.

Lenus has attended several training courses in Saint Lucia and overseas which include, Training Attachment in Auditing in Trinidad & Tobago in 1989, Certificate of Auditing of Receipts in India in 1998, Comprehensive Audit Course in Saint Lucia in 2004, Financial Audit & Fraud Irregularities in Belize in 2005, Introduction to Information Technology Audit in Saint Kitts in 2006, and also participated in the CCAF Forensic Audit & Wrongdoing, Fraud, Corruption course in Costa Rica in 2007.

Lenus was promoted to Audit Principal in September 2000 and currently leads the Performance Audit Unit. Lenus is actively involved in community work and has served as the Chairman of the South-East Castries Disaster Preparedness Committee for a number of years. He has special interest in music, singing, computer learning and sports.

 

ifp-08-09-jacobJacob S. Essilfie - Ghana Audit Office: Jacob holds a bachelor's degree in Building Technology from the Kwame Nkrumah University of Science and Technology and MBA in Management Information Systems from the University of Ghana. He worked as a professional Quantity Surveyor in the private sector for nine years before joining the Ghana Audit Service in 2002 as an Assistant Director.

He was trained in Performance auditing through the EU assistance programme for improved governance. He has led teams to carry out performance audits in the areas of capital works and procurement practices in government sectors. During his six years at Ghana Audit Service, he has helped to resolve construction disputes between some ministries and their suppliers of goods and services. Jacob has also conducted audits of Ghana's missions abroad.

Recently promoted to the position of Assistant Auditor General, Jacob supervises audit teams and gives expert advice to auditors on construction projects. He is in charge of quality assurance in the Performance Audit Department. He has recently been trained as a trainer for the AFROSAI_E sub-region.

Jacob enjoys using his spare time on issues of construction related matters. He played a significant role in the implementation of the Accra and Kumasi stadium for the hosting of CAN 2008 in Ghana.

While in Canada, Jacob will miss his wife and three children including Jacob junior who is three months old.
