Currently a Principal Associate with CCAF, Geoff Dubrow was CCAF’s Director of Capacity Development from 2005-2008.
Geoff is an expert in strengthening legislative oversight, both in Canada and internationally. In addition to appearing as a witness before the House of Commons Standing Committee on Public Accounts, Geoff has appeared before half of the provincial Public Accounts Committees to discuss strategies to strengthen the PAC effectiveness. From 2006-2008, Geoff chaired the annual joint session of Canada`s legislative auditors and public accounts committees. He has conducted extensive research on strengthening Public Accounts Committees. He recently spearheaded the development of the Attributes of Public Accounts Committee Effectiveness, which was presented to the Canadian Council of Public Accounts Committees in Edmonton in 2009. Geoff currently serves as an advisor to the Public Accounts Committee of the Legislative Assembly of Manitoba. Internationally, Geoff has provided training to parliamentarians on parliamentary oversight, designed and implemented programs to help countries in transition adopt performance auditing, strengthened public accounts committees and lectured abroad on Canadian experience in performance auditing and parliamentary oversight. Geoff has provided training to the Public Accounts Committees of Kenya, Tanzania, Ghana, Guyana, Barbados and St. Lucia. Geoff also spearheaded a project to bring value-for-money audit capacity to the Accounts Chamber of the Russian Federation, and to develop oversight committees within the Russian Parliament. From 2005-2006, Geoff served as parliamentary affairs advisor to the Deputy Leader of the Government in the House of Commons and the Minister Responsible for Democratic Reform and Official Languages. Recently Geoff spent a year at Ernst & Young as a Senior Manager, where he conducted a value-for-money audit of a non-governmental organization and participated in a special examination of a Crown corporation. A Fulbright Scholar, Geoff holds a Master's degree from the University of Toronto, and a Master's in Public Administration from Cornell University. He is currently a PhD candidate in Political Science at Carleton University. In addition to being fluently bilingual in English and French, Geoff also speaks fluent Russian. |
